Java Rules Clarification (was Java Cup....)

Jules,
Sponsor's rules do not specify that Java code will go into the public
domain.... unless we missed a phrase. It specifies directly that
the Sponsor has the rights to license the software. This clearly
in contradictory to the issue of public domain, isn't it?
I am confused; are reading the same rules?
Nothing on javacontest.sun.com states that all softare will
go into the public domain that I have read. The lanquage is
clear that the Sponsor retains rights to licence (read commerical,
money, commerce) the source code. How do these two conflicting
ideas resolve themselves in the eye of the sponsor?
The rules should be very clear under what agreement does the
source code enter the public domain. Is it a GNU type of
agreement? What is the actually 'public domain' copyright?
especially considering that Sponser retains 'commercial license'
rights?
The logic appears circular...... Also , I prefer to keep this
discussion in before the public. Thanks, It benefits the
entire java community as a whole.
