Statistics on performance, and comparison to perl?

The "Java Language Environment - a white paper" claims on page 49 that:
1. Java is a high performance language, and
2. Perl is a low performance language.
Does anyone know how or where these statistics were gathered? Has anyone
ever compared perl vs. java?
