applet not running?

Hello
I have a slight problem and hope someone out there can help.
I have Win 95 at home and have just downloaded the beta version
of jdk and the 2.0b3 version of netscape. Both of these have
successfully been installed, however i am only using netscape to
display my applets and Html as i am not connected to a site.
The appletviewer seems to be working fine but when Html code
that includes an applet is run from netscape as a file
the applet can't load as it is no initialized.
Could somebody please instruct me to what is needed to resolve
this problem.
Also why is there a beta version of jdk but no hotjava browser
go with it???
