Alpha Transparency = dither

In running the ImageTest it appears that Alpha-channel transparency
is implemented on Windows95 as a form of dithering: a percentage of
the pixels are made transparent depending on the degree of
transparency. There is no blending of colors, even in high-resolution
color modes.  Is this the way all the runtimes work?  I assume it is
not required to work this way. Do the un*x (esp SGI) boxes work like this?
