Welcome aboard! Nothing related to native libraries is routine -- if
anyone gets as far as you have, this is the right forum for questions.

They were missing from the alpha release, but are part of the current
beta, in the \java\Include\Win32 directory. Since the beta is proving
more stable than alpha, I encourage you to upgrade.
