Developer's Tools / Platform independency

Are there developer's tools (object browsers, etc) for Java?
(are they under construction? -- who can I talk to? are there
documents I can read? Programmer's Guide is still under
construction)

Platform independency:: If someone ports the Java compiler/etc to
SGI's, it still won't know about my Phantom force-feedback
robotic arm... This is natural for any language but is this the
only time I'd have to tweak my code?-- when I have some fancy
device? Exactly when is Java platform independent?
