simple question concerning javac

I have recently downloaded the Alpha3 release of the JDK onto my NT 
3.51 platform.  I am trying to run the HelloWorld.java applet that I 
find in the Programming Tour on the JDK Web Page.  The reason why I am 
having trouble is that the compiler fails to find the strings.rsrc file 
in the directory hotjava\classes\java\tools\javac.  I have tried 
everything including copying the file into every directory available.  
I have set the path and the classpath compile time option.  What am I 
doing wrong?  Is this a problem specific to NT 3.51?  Has anyone else 
seen this problem and if so how is it resolved?  Thank you for any 
responces.
