Clarification Request: Win 32 port of Java or Hot Java?

The recent thread in this mailing list regarding a potential Win 32 port
left me with a fundamental question: Hot Java or Java?
It seems to me that to take advantage of the 'jillions' of Windows 3.1 users
in the world, only the browser need be ported, not the compiler itself. Do
the same pre-emptive thread arguments apply to coding/porting a Win 32
browser as apply to porting Java itself?
