what is difference between DOC and FILE?

When I select HotJava Demo from Help menu,
Document URL displays DOC:///Demo/ ..........
and it does work correctly.
But, if I tried to open URL with "file:///Internet/Web/Hotjava/Demo/.......",
it displays some error messages and doesn't work.
What is difference between DOC and FILE ?
DOC is very new to me.
I started studying HotJava programming on Windows95 platform just few days ago.
I need your help.
