You are right that there is some overlap, but Java and Tcl are
mostly complimentary. Java is a programming language while Tcl is
a scripting language (you would not write a JPeg decode in it).
Check out http://java.sun.com/people/avh/tcl.html for an example
of how Tcl could be embedded in Java.
