That is of course the point. One "vision" (and I use the term sparingly because
of its abuse :-) of the Java project was that the internet had gone through a
tremendous spurt of innovation when Mosaic and HTTP hit critical mass. That
slowed by an order of magnitude when the limits of HTML were reached. By replacing
the protocol itself, with a protocol to load a protocol, the innovation is
re-enabled. However to prevent chaos there has to be a common framework in which
to innovate. Sun has offered Java as a candidate to be that framework.
