Oh yes they've looked at the whole situation - that's the point.
HR 666 lays out so many exceptions that the Fourth Amendment becomes
meaningless. Of course they wanted to eliminate the bill, the whole
purpose of it is to destroy the mechanism by which the Fourth Amendment
is *enforced*. Watt just cast the issue in stark relief - in effect,
he said "let's cut through the nonsense and have an explicit vote on
whether the Fourth Amendment should exist at all". And the Republicans
understood that, and took him up on it. That's very clear in the
responses. So they took the vote, and the Fourth Amendment was defeated
resoundingly, 303-121-10. Be afraid, be very afraid.
