so there may be a reason to punt plans that really are readable, but i don't
see an advantage to actually seeing the non-world-readable plans in the ca
meeting.
on the other hand, i think that when someone's plan is punted because it's a
symlink, or the mode bits are wrong (which i think isn't the best way to do
this since by default they will be wrong and no one will care to fix them) or
for whatever other reason the daemon punts a .plan that it would be nice to
have a place where you could check why it was punted.
