i don't think so. chutzpah carries the connotation of some amount of
roguish charm, or at least gutsy indifference to ordinary standards of
restraint. the normal reaction to chutzpah is to have your rage at such
effrontery at least momentarily overwhelmed by your amusement or
admiration that someone's actually done such a thing.
calling this bill a "privacy improvement act" just _seems_ to be a kind
of soul-less bureaucratic double-speak. the real way to tell is to see
if the bill's sponsors are keeping a straight face whenever they say
the words "privacy improvement"
