Caveat: I have no idea how (in)feasible this is....
I agree that CA is in some sense "wrong." What I would like
to see is for CA set up in such a way that .plans are only logged
after the user gives his explicit permission. So, when new accounts
are created, they should NOT be part fo the CA database. When/if people
find out about CA, if they want to be a part of it, they can send mail to
gt their username included in the database. But yes, I think the default
should be "off."
