I propose that all who have an opinion about whether or not IN GENERAL,
users whose plan file does not substantively change over a period of
three days should get removed from the ca database, send mail to
ca-maintainers. I suspect that all of the arguments about whether or
not this is a good thing or a bad thing have been advanced and
readvanced several times already, and I for one would rather not see
them again (and again). Let's just vote and get this over with.
