I still don't understand how this can "cause more trouble."
(1) CA is done for the pleasure of the CA readers.  It is not
    an inalienable right.  If someone annoys us (the readers)
    he should be punted.  Just like if there's a TV show I don't
    like, I don't watch it.
(2) jinx wants his .plan to be visible by people who finger him
    but he like CA being able to see it.  So we ditch him from
    the database.  What is the problem?
(3) I do understand the privacy invasion side of things...
    I didn't like either of the three choices andrew presented us
    with...i'd have preferred a hybrid of 2 and 3, namely people
    start out in the database, and on their first appearance
    (be it either a real .plan, or a "this is not readable") they
    are sent email informing them of CA and what it does, and are
    told that (a) they can opt out and be stricken from the database
    at any time, and (b) CA is for the pleasure of its readers, so
    there are some pseudo-ettiquette rules we'd appreciate people
    who wish to be in the database would follow.
