Said article essentially says:
on Tuesday Dec. 22 at 8am the changes will take effect.
To place a long-distance call from a Class B phone, or from a Class A phone
when you wish to charge the call to a specific account, you must enter the
7-digit MIT cost object instead of the old five-digit MIT account number.
In general, this means the old 5-digit number with two zeros added to the
end.

USA and Canada, including 508 and 978 areas:
Class A:  9 + 1 + area code + number
Class B:  191 + MIT seven-digit cost object + 1 + area code + number

International:
Class A:  9 + 011 + country code + city code + number
Class B:  192 + seven-digit cost object + 011 + country code + city code +
number
