As far as the colateral part of this is concerned, I personally think that
Jeff Bigler's suggestion about using a check as a colateral is a good one.
He said it has been working quite well for MITOC. I don't remember anyone
discussing that at all. People who live off campus don't need their MIT IDs
at all but when money is involved, most people would be concerned about
returning the drop poster stuff on time.
And, any janitor with some common sense would not let someone in to take a
check out of the APO office.
