Frames are hierarchical client-side presentation resources that should
be addressable by URLs. However, these URLs shouldn't necessarily
bear any relationship to the URLs from which the content was
retrieved. What I have previously proposed is that Netscape's
TARGET attribute be reconsidered as an URL (with current usage
denoting mostly relative frame: URLs), but that SRC/HREF and TARGET
remain separate since they perform essentially different roles.
See http://www.cs.princeton.edu/~burchard/www/interactive/
for further explanations. Lubricating the client side with
uniform RL addressing seems to me to be a key to making
compound hypermedia as flexible and inexpensive as the web's
basic linking model has proved to be.
