I just noticed this. I am at the HTML ERB meeting
in San Francisco, where this very subject came up
today. Netscape does in fact have a way to do this,
but it does not use the TITLE attribute on <A>, but
uses an extension to the mailto method.
There is a non-zero possibility that wider support
for using the TITLE attribute to set the subject
field in a mail message could be included in the
Cougar specification. Encouragement by the user
community would provide additional impetus.
