These documents have presumably been superseded by their respective
Internet-Draft versions, which bear later dates:
ftp://ds.internic.net/internet-drafts/draft-ietf-wts-shttp-00.txt
ftp://ds.internic.net/internet-drafts/draft-hickman-netscape-ssl-01.txt
A cynic might say that the presence of multiple out-of-sync locations and
versions (in particular that the "home" locations of these documents haven't
been updated with the most recent versions) is entirely appropriate for
standards documents about the WWW.
The SHTTP doc is theoretically under discussion by the IETF WTS working group,
on this mailing list, towards consideration as an Internet Standard for WWW
transaction security. The absence of either discussion or new draft documents
after the Stockholm meeting in July makes me wonder whether this WG is going
anywhere.
