NT IIS FTP Security issues.

Hello,
I was wondering if any of you have had experience with the FTP service with
Windows NT IIS. I can create the account using the NT User Manager and the
directory and permissions using NT Explorer. The problem is that when you
FTP to the virtual directory, the user has all access denied except to
download files. Uploading, creating directories, deleting files, etc, are
all denied. Any help will be greatly appreciated. If none comes then I'll
be forced to buy a 3rd party FTP Service (which may not be a bad idea) but
I'd like to save the money. Also if you know of any freeware that is
reliable with NT IIS I'll be even more greatful.
