About the noise:
While a moderator would probably be the best solution,
we can see most of the noise is made by people trying to
hubba hubba from the list.
On another list, the following footer is added to
every message sent through the list:

; To HUBBA HUBBA: Send a mail message to majordomo@xxx.xxx
; with "hubba hubba xxxxxx" (without the
; quotation marks) on a line by itself.
;
It could be a good idea to configure the list server to add this kind of
line. It may help people to remember how to hubba hubba..
