Shepard Patterson & Associates, Incorporated (SPA, Inc.), in support of
the National Security Agency=92s Information Systems Security (INFOSEC)
Research & Engineering organization, is seeking qualified participants
in a Security Management forum. A survey is provided as a Request For
Information (RFI) questionnaire. =
Responses to the RFI will be reviewed and the top 40 to 50 responders
will be issued a Request For Comment (RFC) on a strawman security
management architectural framework. Up to 20 individuals will be
selected to be paid participants in the security management forum. =

Requests for the RFI should include mailing address and/or a fax number.
The closing date for responding to the RFI is 20 December 1996. The RFC
will only be sent to those who respond to the RFI and are selected. =
Completing RFI questions should take most people less than an hour.
The government sponsoring organization will select the forum
participants.
The RFI asks questions relating experience with:
1. past and present (general and security) product development, and =
security research efforts, =
2. past and present Information System Security Engineering efforts, =
3. past and present participation in security and security
management standards groups, =
4. past and present Systems Administration (with inclusive security =
administration) role and responsibilities to large organizations.
Who should respond to the RFI? Those with specific experience in any or
all of the RFI questionnaire=92s areas and who are interested in
developing a consensus security management framework for the National
Information Infrastructure should respond. Forum participants must have
500 hours available each year for the next three years to prepare for
and participate in the forum. The forum will meet for 3 or 4 days at
approximately 6 week intervals (about 8 meetings per year). The forum
meetings will be held at the Shepard Patterson facility, in close
proximity to the Baltimore Washington International (BWI) airport.
Are non-US citizens allowed to respond and potentially bid and
participate in the forum? Unfortunately no, although it is anticipated
that all work related to this forum will be unclassified and releasable
to the public, there are contractual constraints associated with non-US
citizen participation levied upon the forum=92s sponsor. =
