Terminal server security

Hi,

   Our University is planning a  change in the network security policies. 
even though our network have plenty of workstations that access campus
servers at the FDDI bckbone, still remains more than 60 terminals connected
to decservers (Lat and some with TCP/IP), that mainly access some VMS
computers (for issues related to university management).  We plan to use
virtual networks and put firewalls in front of the networks that hold the
administrative infomation)..

  I would like to know if somebody knows a (not to expensive) solution to
deal with the privacy in this terminal server escenario?...   Changing the
decservers for  Linux or SCO unix PCs as terminal server, with encription
capabilites?..  

   If the terminals must remain for a while, can the decserver be upgraded
to include security?

Any help would be appreciated.
