To get off the subject for just a moment:
You must pardon Mr. Chee. He may only be doing his job. He is
from a country (his E-mail address indicates Singapore) which
has grand plans to strictly filter what its citizens can
access on the Internet. Although he claims that it's merely
to prevent access to porn and violent-related sites, I
suspect that the Singapore government may also want to screen
sites with political content disagreeable to the ruling party
there.
A Singapore representative to a recent Internet conference in
Montreal was quoted as saying "It's not designed to control;
it's to protect the people of Singapore. In our country, you
can state your views, but they have to be correct."
Since Mr. Chee does not live in a free country, you
may have to give him a break; instead, explain to him
that in most of the industrialized world, the free flow
of information is cherished right, and has been vital to the
advancement of civilization, and to hold back that free flow
is to hold back his entire society. In time, he may
understand,

This is www-security, not www-medieval-policy-enforcement.
I hope nobody with the expertise to answer your question accurately will
help you; your effort is doomed to failure regardless.
