Perhaps a workable solution would be similar to the protection schemes
now being devised for rating content in terms of appropriateness for kids.
One dimension of rating could be that a site collects demographic data
about usage. If you don't want to collection, your browser would simply
block your access. The rating could even deal with exactly what is
collected and how it will be used. This would certainly be more workable
than having Browsers prompt the user re. each cookie to be stored.
