When I initially implemented SSL (back in March 1995) I had all
sorts of problems getting a Cert. I decided to establish a CA outside
the US ASAP because of all the grief. To be fair until Netscape 2.0
is very widely available I do not think a CA outside the US can fairly
charge for the provision of certs.
