It seems "digital watermarks" are applicable to a sub-problem of the one
discussed below: disseminating information for viewing but not copying.
Watermarks look like very important technology. Check out:

A similar problem came up several years ago when MLS (Multi level security)
systems were being designed for the then relatively new windowing systems. It
became clear that a simple "cut" from a, say Top Secret window/document, could
be "pasted" into a, say Unclassified window/document. What was the resulting
classification...that question provoked much surprise among the non-windowing
crowd. Avoiding such "holes" entails policies about very low level services and
functionality.

The very act of accessing a page or graphic causes it to be downloaded to
the viewing computer.

I'm sure that technology will be developed to address
some of this. It is already happening with digital sound records, though
admittedly that is a different matter than text and graphics.
