There are *no* hooks for Apache/1.0.0 to do pgp encrypted traffic. Nor
are there any in NCSA's 1.4/1.5 servers. There *used* to be comments
mentioning PGP in the source code for NCSA 1.3 (upon which early
versions of the Apache webserver were based). NCSA were invited to
remove these by a US government agency. Apache Group followed suit
shortly afterwards.
