It's the same setting that Firefox has.
It's designed to let you set the language you would *prefer* to run
programs / web pages in.
If you load a new program or site, and it supports 5 languages, the OS /
browser needs to know which language setting to use.
The problem is that there aren't enough programs and web pages that make
use of the language.
