I won't say yes, but I won't say no:
Okrand has told me that he was usually NOT involved with the TNG
Klingon, but when he was on the set for ST5 and ST6 (which were made on
the same time TNG had been made) it occasionally happened that he might
get called to the other set to explain a klingon phrase if it was needed.
