Note the apparent idiom:  {pay' HIv} "surprise attack" (i.e. "attack suddenly")/

Cf. the verb {weH} "raid":
KGT 48:  same as {yot} ["invade"], really, but with the added connotation of surprise or speed

HQ 11.2:  And if [the aircraft] suddenly moves forwards or backwards, it is said to {jer} "surge"

Treknology note:

The D-12 Bird-of-Prey was recalled from service due to a defective plasma coil in the cloaking device; an ionic pulse could reset the coil, causing the ship to suddenly cloak and drop its shields. (ST:Gen)
