AFAIK never used in canon.
Note the apparent etymology: {Dogh} "be foolish/silly" (v) + {jey} "defeat" (v). Interestingly, there doesn't seem to be a noun for simple, "conditional" surrender, perhaps because Klingons don't know any other kind. See, for example:
