You're right that {belmoH} can't go into the X slot in the
{law'}/{puS} construction. I was thinking of {belmoH} as a verb
meaning "be pleasurable" in the way that {HeghmoH} is "be fatal", but
it's not a verb of quality in the grammatical sense required for the
construction.
