In OS X, right-click on Skype.app and Show Package Contents

Translatable strings are probably in Contents > Resources > en.lproj. You'd duplicate that folder and rename it tlh.proj for a Klingon localization.

Unfortunately these are in .nib format which seems to be compressed somehow and not really plain text, So either you find a way to edit those or get a localization kit from Skype.
