You've not done badly given the difficulty of the vocabulary to
translate, but I had trouble reading it because I got fixed on {qum
vuD} "the government's opinion," and wondering why you had put a
possessive suffix on it.
{HeSvaD potlhbe' qIrq vuDmey} would be more clearly understandable,
and if you don't mind the three noun pile, {potlhbe' qIrq qum vuDmey}
is clearer to me than {qum vuDDaj}.
