You did it the way I would. {jImorgh!} "I protest!" is perfect. {jIQochbe=
'} "I agree" works for "Sustained" and {jIQoch} "I disagree" for "Overruled=
". {yItamchoH} "Be quiet!" (TKD) is another option for a Klingon {loHwI'} =
(magistrate) in either case. While I'm thinking of it, {yItaH} ("Continue!=
Go on!") works for "Proceed" after the objection has been dealt with.

ghunchu'wI' has already opined, correctly I think, that {ruQ} was a typo or=
error. Since {raQ} is described in KCD, I would stick with that:

KGT 79: The closest to a general term in this realm may be the verb {raQ},=
which means "manipulate by hand, handle". It can be applied to carving, sc=
ulpting, metalworking, and the like but is really much less specific, refer=
ring to activities that involve having some control over some object. For e=
xample, in addition to saying {betleH yan} (He/she wields a bat'leth), one =
could say {betleH raQ} (He/she controls a bat'leth). By extension, the term=
{raQ} is also used when referring to controlling a space vessel 'manually'=
(that is, when the controls are manipulated directly by a person rather th=
an a computer): {Duj raQ} (He/she controls the ship manually).

.. although WRT (small?) ships there's also {'or}:

HQ 11.2: Maltz thought that the best word for operate (an aircraft) was {'=
or} ... In general, {'or} would not be used to refer to the activities of t=
he captain of a spacecraft, or even those of its helmsman, but Maltz said i=
t could be used for the controlling of a shuttlecraft. He was comfortable t=
ranslating {'or} as "pilot" (the verb).
