It would appear from qe'San's previous e-mails that he wrote all of the initial translations and Marc Okrand left most of them as they were, but made slight changes to some and large changes to others.

An example of one of qe'San's comments on the matter:

We've also seen some examples of their correspondence, and it definitely appears that Marc gave it much more than a casual glance.
