Much the same, here. If supported by Klingon culture, I could also see it as referring to family members of the Chancellor.
As I recall, at least one Klingon has apparently been elected as Chancellor by default due to kinship with the late Chancellor; perhaps prior to his death, she was a QangHom.

Absent context, I'd probably translate it as "Vice Chancellor". I
could also see it as referring to something like Chancellor-elect.
