I too would have preferred *{ruS} (cf. ancient *Rus'* /ROOS/) or *{rusya'} (from *russkiy* /ROOS-skee/), but {raSya'} isn't that far off from Russian *Rossiya* /rah-SEE-ya/ or *rossiyskiy* /rah-SEE-skee/ (except for omitting the stressed 2nd syllable).
