Looking at Memory Alpha, it seems it was blue in Star Trek: Enterprise and bluish green in TNG. Don't knowthe times of day, but as I recall veng wa'DIch was ALWAYS bluish green in TNG.

I've previously hypothesized that the Klingon visual light spectrum is similar to ours, but shifted slightly towards infra-red. This would make their sky appear "blue" to them (that is, it's be close to the highest-frequency color they could see), and explain why there's no common Klingon way to speak of the color violet, and possibly force us to reinterpret the apparent over-representation of green and red lights in Klingon buildings and on their ships.
However, since it's blue in Enterprise, I suspect the color change may instead be connected to the pIraqSIS wanI'.
