Klingons would probably call this region a {neHmaH} "neutral zone". We have two examples:
He chu' ghoS. DIvI' neHmaH.
New course. Federation neutral zone. (ST3)
neHmaH Da'el net tu'
Caught breaching the Neutral Zone (MONOPOLY)
So I would call this the {'orghen rojHom neHmaH} or just {'orghen neHmaH} for short (aren't all such zone established by some sort of treaty?). In fact, this region may well be the same thing as the {DIvI' neHmaH} referred to in ST3, presumably called {DIvI'} to distinguish it from the more famous (at least to humans) *{romuluS neHmaH} "Romulan Neutral Zone". (I don't recall if Kruge was heading to the Federation-Romulan Neutral Zone in ST3. Anyone know?)
The Cardassian Demilitarized Zone is also referred to in TNG and DS9, established by treaty following the end of the Federation-Cardassian War which Klingons would probably call something like *{qarDaS neHmaH} although any restriction of transit are not binding on the Empire.
