Yes, I recall Okrand saying it is.  I believe it was because of
Valkris (I forget the accress' name) in STREK III, who shot her
scenes before Okrand showed up to help coach.  The original was
HIja', HISlaH was her mangling.  Though I'll be damned if I can
figure out how one could get the one from the other.  (But then
again, I'll be damned if I can figure out how you get "wey" from
"wej" or "GaH" from "ghargh")
