I think he was going for "that previous sentence (which somebody else had said which was quoted)",
like in one of the movies when what's-her-name used it in reference to the last sentence spoken by
someone else.
Problem here is that they tried using it as the subject of the sentence.

It doesn't have to do with being primitive. In normal everyday life people tend to say "2 feet, 3
inches", instead of "2.25 feet".
