The answer to a question with {-'a'} is either {HIja'} or {ghobe'}, but
neither is the response the speaker is looking for.
It's kind of like this:
Speaker 1: "Would you like something to drink?"
Speaker 2: "Yes, thank you."
Speaker 1: "Would you prefer coffee or tea?"
Speaker 2: "Yes."
