The only thing I have in my notes is this tidbit:

"Radiation interferes with 23rd century Klingon phasers: Chekov's small Klingon hand phaser - taken from the captured BoP Bounty - failed to fire when he tried to stun the interrogator aboard the nuclear aircraft carrier USS Enterprise. (ST4)"

If Klingon "phasers" don't have a stun setting, perhaps it's just as well it malfunctioned.  Chekov may have assumed they worked like Starfleet phasers and that the lowest setting was "stun".
