Then a simple matter.
Each qep'a', the official transcript of the new words and their form (noun, verb, chuvmey), their tera'ngan meaning, and sample sentences where they would be expected to appear goes through one person designated by the KLI as the official publisher of matlh mu'mey chu'.
That person must be an attendee at the qep'a', determined in advance each year by the KLI by a vote (in case the same scribe from last year can't attend this year's for some reason), and apart from anything else that person has the sole duty (Qu' ngIq?) of catching those elusive words from Maltz and pinning them down. The scribe gets his name added to the annals as being the official scribe for qep'a' or qepHom whatever.
Each year, after delivering the transcript, the scribe stands down and has to reapply for election the following year.
