I can't make much sense out of it. I don't recognize the phrase, and
I don't even know which "other space opera" you might mean.
I can figure out that the first part is supposed to be "Who is more
silly than whom?", but I still think that using {'Iv} in both halves
of the comparative construction is weird. The second part looks to
me like a bunch of words with no coherent grammar holding them
together. Either something is misspelled or the noun conjunction
{ghap} is misplaced, but without knowing the meaning, I can't tell
what needs to be fixed.

I think my earlier suggestion of {'Iv X law' latlh X puS} works.
